Lieutenant II
Letisia Ruiz, aka Letty, is the daughter of Mexican immigrant from Michoacán, Mexico, and a
sworn member of the Los Angeles Police Department. She is currently assigned as a Lieutenant
II, for the Media Relations Division and serves as Secretary for the HAPCOA, Los Angeles
Chapter. Letty was born and raised in the Echo Park area, an inner-city in Los Angeles. Her
upbringing and personal experiences cultivated her passion for service and her believe in the
importance of mentoring the youth, especially young single mothers.
Letty earned a bachelor’s degree in Criminal Justice and a master’s degree in Public
Administration with an emphasis in Organizational Leadership. In January of 2022, Letty
attended the Federal Bureau of Investigation (FBI) National Academy and graduated in March.
Her hope is to inspire women of all ages to strive, and never give up. To continue to pursue
their goals because their might is greater than any obstacle, despite having the odds stacked
against them.
