PRESIDENTIAL COMMISSION ON LAW ENFORCEMENT AND THE ADMINISTRATION OF JUSTICE

WASHINGTON – Today, following months of virtual meetings, testimony and study, U.S. Attorney General William P. Barr submitted the final report of the President’s Commission on Law Enforcement and the Administration of Justice to the White House.  This report represents the first comprehensive study of law enforcement in more than 55 years.

On Oct. 28, 2019, President Donald J. Trump signed Executive Order No. 13896, which directed the Department of Justice to establish the “Commission on Law Enforcement and the Administration of Justice.”  The purpose of the Commission was to conduct a modern study of the state of American policing and determine specific measures to reduce crime and promote the rule of law.  At the conclusion of this study, the Commission was to issue a report.

At a ceremony in January 2020, Attorney General Barr announced the establishment of the Commission and the individuals who would serve as commissioners.  From January through July, the Commission met formally more than 50 times – adjusting to the challenges brought on by the COVID-19 pandemic – with the goal of making improvements to American law enforcement for years to come.  Throughout that time, the Commission assembled a report that reviewed a variety of important issues affecting law enforcement and their capacity to safeguard American communities.

Racial Equity

Hello HAPCOA Members,

We like to remind you all that our mission is to empower Hispanics by enabling the selection and promotion of qualified law enforcement personnel. The current commander examination has moved away from placing candidates into a 6 band group to a 19 list ranking instead, which would limit the amount of qualified Hispanic candidates from promoting. With the anticipated retirement of multiple Hispanic Command Officers, it is imperative the Department be conscious of the need to maintain racial equity by considering promotion of minorities to those vacant positions. To learn more about this issue, please read the letter we wrote to the Chief of Police.

Virtual Membership Meeting

Youth Scholarship Application

The health and safety of our members are our top priority during this COVID-19 pandemic. We will continue to follow the State of California Safer at Home guidelines, which, unfortunately, means we won't be able to host our annual in person Hispanic American Command Officers Association Annual Scholarship Award Ceremony in 2020.

However, we are excited to announce that we will be awarding our selected students safely via online.  The application process will be open from August 1, 2020 to August 31, 2020.

One should not be judged by the actions of another man, no matter what race, religion, or profession he represents. What the four Minneapolis Police Officers did that caused the death of George Floyd is unacceptable; and unfortunately, also caused the loss of the Public's Trust in policing. Note that the actions and demeanor of these officers do not represent the thousands of men and women that serve you in their law enforcement capacity. Please take a minute to read our statement in response to this tragedy.

The police, firemen, doctors, nurses, scientists, grocery store employees, mailmen, newsmen, and a plethora of other community members are all working together to help battle this invisible enemy and deliver timely news to help keep all of you safe. Due to this ongoing crisis, the HAPCOA Board has postponed the previously planned annual HAPCOA Scholarship Awards. We will update our members once a new date has been chosen.
