Ms. Alma Burke is the President and CEO of Burke Consulting Group and the former Assistant Chief of Operations/ Director of the Bureau of Investigations and Crime Analysis at the University of Southern California, Department of Public Safety (USC DPS) in Los Angeles. For the past three years, Alma was responsible for collaborating with campus partners in crisis management, mental health, threat management, criminal investigations, homeland security, COMPSTAT, Title IX, and Clery Act compliance.

Alma Burke has more than 27 years of law enforcement experience. She began her career in 1996 with the Los Angeles Police Department where she was assigned to undercover gangs/narcotics, human trafficking investigations, homicide, use of force investigations, public housing/community safety, and in-service training at the academy. Over the course of her tenure at the academy, Alma and her team trained over 9,000 local and national law enforcement officers in tactics, de-escalation, mental health response, tactical communication, articulation, and the use of non-lethal weapons. She is an active reserve officer and continues to be a subject matter expert in use of force, tactics, and active shooter response.

Alma is the former President of the Los Angeles Women Police Officers Organization; the current Vice President of Hispanic American Police Command Officers Association; the co-chair of programs and advocacy at the California Women of Homeland Security, a distinguished member and speaker of the National Association of Women in Law Enforcement Executives. Alma is a first-generation Latinx college student and serves as a mentor for students at USC. She is currently a public safety advisor for Los Angeles regional Boys and Girls Club.

Alma earned a master’s degree in executive leadership and management studies from the University of Southern California and is a current doctoral student at the Rossier School of Education Organization Change Leadership at USC.
